no matter what it says run as admin... wont start

so I'm attempting to run capmonster2 and no matter what (my main login is administrator) or if i choose to run as administration it keeps saying run as admin... there is no anti virus on my system blocking it and i even turned off all side process and made it a trusted program in all settings no matter what i do it wont start....

Most probably, it the access to hosts file in your system is blocked. It may Windows firewall or Windows Defender blocking it. Please check it.

windows firewall has been off since before install. and no anti virus and zone alarms not running since before install
