PDF issues can not save with Get Method

The website is behind cloudflare and the cloudflare bypass template from another post works so I am able to search. I am also able to click download which opens the PDF in a new tab. The issue is I am unable to save the PDF using get request. I can manually click the save button on the opened PDF in the new tab and it successfully downloads the PDF.

I believe it is cloudflare that is causing the issue.

Is there anyway to trigger that download arrow on the page the new tab opens up?
